THIS DOES NOT MEAN WHO IS AUTOSOMALLY CLOSER TO ENGLAND. Obviously it is the Irish.

But who has more actual ancestry from England?

If you include Northern Ireland, which is full of Protestants of English (and Scottish) descent, then the Irish for sure.

Surely, a lot of the white blood in African-Americans is Irish and/or Scotch-Irish, not just English.

What if just the Republic of Ireland?

In the Insular Celtic study there was a chart showing "SE England" like ancestry in Ireland, which ranged from a low of 20% on average in Cork/Kerry up to about 40% in some parts of southern Leinster (what might be Wexford/Kilkenny/Wicklow/etc.).

But I don't know how they arrived at these numbers.

You know England artificially populated their own into Ireland for political purposes. How far do you want to go back? How many English have Irish DNA?
