I know you didn't ask me but he really looks like some Russian Jews I know. English tend to have higher frequencies of crooked nose but he doesn't look very English to me as well.
I don't know how to place him.

You are right.I found his surname and yes he is of english background.

Surname=Tenney.

It might also being Scottish.

Russian maybe some kind of east nordid but still very atypical.

My first option would be englsh or german.

I agree.Forerhead is board and sloppy.Nose is hyperleptorihne and ends with a hooking!

When i see the photos i thought Corded Nordid with a minor Dinarization.

But Keltic-Nordid also works here.

He is high-vaulted whereas Keltic-Nordids are exclusively low-vaulted. He can't be a Norid either since he's not flat-headed or brachycephalic.

His vault isn’t that high, it’s his hair. His forehead is not that tall. At most the straighter than usual parietals in the picture where he is trimmed and the extended hair give that impression. Look at the last picture especially.

If not keltic nordid,then he is corded.

I saw some hallstatt examples in here,and the majority have thin features comparing to this individual.

This guy has board and some kind of sloppy forerhead,also his nose is hyperleptorihne and gives a hooking vibe.
