City Koneurgench on the border with Uzbekistan

From the same city Koneurgench there are more mongoloid looking people and their language sounds different from Turkmen. Turkmen people speak with a lisp pronouncing -t- as -th-. While Kazakhs and Uzbeks pronounce sound -t- firmly.
I think that these people ( video below) are Karakalpaks or Uzbeks from Uzbekistan because city Koneurgench borders Karakalpak region of Uzbekistan.
