Yes, he is "dark" (hence the title) in pigmentation and such, but still very Balkanic in features.

he looks very Romanian. in Romania that would not be considered a dark person, he is just average for the Balkans I think

That's because Romanians are on average darker than Bosniaks. His face very familiar though.
