Vietnam, China beef up defence ties

“They agreed to continue to fully implement the joint vision on defence cooperation with focus on high-level meetings, maintain the defence strategic dialogue mechanism, bring into full play hotlines, maintain joint fishery patrols in the Gulf of Tonkin between naval forces and coastguards of the two countries, join hands in training, and work on possibility to cooperate in defence industry.

The two sides will also share experience in army building, particularly Party work and political affairs; step up affiliation in communications, helping Vietnamese and Chinese people understand more about the bilateral relations; thwart plots of hostile forces that aim to take advantage of limitations to undermine the relationship; and forge collaboration in UN peacekeeping operations.”

“Wei stressed that China backs and is willing to cooperate with Vietnam to help the country successfully assume the ASEAN Chair in 2020, and raise initiatives to promote the ASEAN-China relationship.”

Joint naval drill with China, ASEAN will enhance Vietnam’s capabilities

The first ever ASEAN-China maritime exercise was launched on Monday with the participation of eight warships, including Vietnamese frigate 015 Tran Hung Dao, and 1,200 soldiers. The drill, taking place off the coast of Zhanjiang City in China's Guangdong Province, is an event aimed at increasing stability and relieving tension in the region.

In addition to Vietnamese and Chinese navies, naval ships from Singapore, Brunei, Thailand and the Philippines are also participating in the drill, while Cambodia, Indonesia, Malaysia and Myanmar have sent observers to the event.

DO/VNA – Vietnam and China held the 10th round of talks of the working group on the sea area off the mouth of the Gulf of Tonkin and the 7th one of the working group on cooperation for common development at sea in Ningbo city, China’s Zhejiang province, on November 6-7.

The Vietnamese delegation was led by Nguyen Dang Thang, a director at the Vietnamese Foreign Ministry’s National Boundary Commission, and Zhou Jian, a representative for border and sea affairs at the Chinese Foreign Ministry.

In a friendly, straightforward and constructive atmosphere, the officials briefed about activities of their working groups. They affirmed the serious adherence to the common perceptions of the two countries’ leaders, including the agreement on basic principles guiding the settlement of sea-related issues.

They agreed that based on the principle of progressing one step at a time, Vietnam and China will promote negotiations on the delimitation of the sea area off the mouth of the Gulf of Tonkin and the discussion on cooperation for common development in the East Sea in conformity with international law, particularly the 1982 United Nations Convention on the Law of the Sea to which both countries are parties.

The officials agreed to organise the next rounds of talks of the two working groups in Vietnam in the near future.

For the most part the political relationship is solid. Their only point of contention is the territorial disagreement in the South China Sea, however it seems they have formal process to deal with the issue. Other than that, economic and leadership relations are on good terms.

Vietnam is China’s largest trade partner in ASEAN.

Great. Sorry for off topic asks, but, here I go: What the legacy of Ho Chi Min nowadays? Viet people see him as an hero? Do Viet people really trust in the Comunist Party and the leaders?

Most northern Viets see him as a hero. It’s mixed in southern Vietnam. As for trust, well most people don’t trust politicians even in democracies.

The quality of life has significantly improved after US lifted its economic embargo on Vietnam in 1997. Since then Vietnam has had healthy economic growth.

“Vietnam has an “ambivalent” position on the Quad grouping comprising India, Australia, Japan, and the U.S., Ambassador Pham Sanh Chau said on Thursday. Elaborating, he said while Vietnam welcomed any country’s initiative to preserve freedom of navigation and overflight in the region, it was opposed to any military alliance that could undermine regional peace and security.

“If any country wants to gang up, use force or trying to use force, then it goes against the position of Vietnam,” Mr. Chau, who just assumed charge in New Delhi, said in response to questions on the Quad. The Ambassador added that Vietnam did not want the region to become a “theatre” for power play by major powers.

“We will not join any alliance in order to fight any third country,” he asserted.

The fifth high-level border meeting between the Chinese and Vietnamese militaries opened Monday in south China's Guangxi Zhuang Autonomous Region, with the two sides pledging to maintain stability in border areas.

Chinese State Councilor and Minister of National Defense Wei Fenghe and Vietnamese Defense Minister Ngo Xuan Lich attended the meeting held in the county of Longzhou.

The China-Vietnam comprehensive strategic partnership of cooperation has maintained a sound and steady momentum for development in recent years, said Wei.

The Chinese side is ready to work with the Vietnamese side to deepen land boundary and border defense cooperation, enrich border defense exchanges, and safeguard stability and prosperity in border areas, said Wei.

Ngo said such border defense friendly exchange has injected strong impetus into the development of relations between the two countries and the two militaries, adding Vietnam is willing to work with China to make new contributions to peace and stability in border areas, and the sustainable development of the two countries.“

“India and Vietnam have signed a memorandum of understanding (MoU) to strengthen their cooperation in nuclear energy. The agreement was one of three MoUs signed during Vietnamese President Tran Dai Quang's visit to India.”

“The MoU calls for cooperation between the DAE's Global Centre for Nuclear Energy Partnership (GCNEP) and the Vietnam Atomic Energy Institute (VinAtom).

The GCNEP is a nuclear research and training centre under construction near New Delhi. The Indian government approved the establishment of the GCNEP in 2010, and construction began on the facility in January 2014. The centre is to house five schools to conduct research into advanced nuclear energy systems, nuclear security, radiological safety, nuclear material characterisation and applications for radioisotopes and radiation technologies. Training facilities are to include virtual reality laboratories and a radiation monitoring, calibration and accreditation laboratory.

VinAtom is a research and development institution under the Ministry of Science and Technology. Formed in 1976, its functions are to conduct fundamental and applied research on nuclear science and engineering, nuclear reactor technology, nuclear fuel and material, radiation protection and nuclear safety, and radioactive waste management technology.”
