Easy choice. Vienna.
Why is London even on the list, though? Of all the cities of the 19th century I'd want to visit, London is by far at the bottom of the list. The entire city was covered in soot and crawling with poor; even the few monumental structures were constantly filthy.

Even Moscow was less claustrophobic than London - it was (is) a cramped, tight little city with barely room to breathe.

No, you're right. That photo is more crowded and dirtier than the Ringstraße ever was in the Victorian era.

Budapest and Barcelona were very nice during Victorian age. Why didn't you consider them?
