The Irish have the highest lactose tolerance in the world.
A genetic variation allows humans to digest lactose. "Ireland is the place in the world with the highest concentration of lactose tolerance," Bradley said, "and undoubtedly that's to do with a heavy reliance on drinking unprocessed milk in pre-history, and a culture focused on dairying."

The highest prevalence in the world though is North Africa.
The highest prevalence rate of celiac disease worldwide has been reported in North Africa. ... Gastrointestinal complaints are the most common presenting symptoms of celiac disease in patients from the Middle East and North Africa.

Maybe. Do they actually have celiac disease diagnosed by a doctor or is it self diagnosed? less than 13% of North America's population have celiac disease. It became a gimmick/food fad to sell gluten-free this and that including alcoholic drinks. Other wheat components could be at the root of symptoms. Nobody even knows yet. They're even trying to find out if there's a biological marker for it.

More about lactose tolerance.
Global spread of the lactase persistence phenotype
Percentage of adults that can digest lactose in the indigenous population of the Old World
The distribution of the lactase persistence phenotype, or the ability to digest lactose into adulthood, is not homogeneous in the world. Lactase persistence-frequencies are highly variable. In Europe, the distribution of the lactase persistence phenotype is clinal, with frequencies ranging from 15–54% in the south-east to 89–96% in the north-west.[3] For example, only 17% of Greeks and 14% of Sardinians are predicted to possess this phenotype, while around 80% of Finns and Hungarians and 100% of Irish people are predicted to be lactase persistent.[4]
High frequencies of lactase persistence are also found in some places in Sub-Saharan Africa and in the Middle East. But the most common situation is intermediate to low lactase persistence: intermediate (11 to 32%) in Central Asia,[5] low (<=5%) in Native Americans, East Asians, most Chinese populations[2] and some African populations.[3][6][5]
In Africa, the distribution of lactase persistence is "patchy":[7][8][3] high variations of frequency are observed in neighbouring populations, for example between Beja and Nilotes from Sudan.[9] This makes the study of lactase persistence distribution more difficult.[6] High percentages of lactase persistence phenotype are found in traditionally pastoralist populations like Fulani and Bedouins.[3][10] It is absent in the Bantu of South Africa.[2]

Germanic people were avid butter eaters and were said to have perfected salted butter. The Celts, who settled down in good dairying spots such as Scotland, Ireland, and Wales, also became known for their butter. Milk was so important to the “barbarians” that a dry cow was considered a family crisis.
For centuries, this was the norm in many parts of the world: People who ate butter and drank milk were uncivilized outsiders for Romans & Greeks.
But Mediterranean people had little need for butter. They already had olive oil, which is less prone to spoilage, heats to much higher temperatures without burning, and was and is regarded as more healthful. Even now in North Africa, most of Greece, Mediterranean France, Spain, and most—but certainly not all—of Italy, olive oil dominates and butter is rarely used.

No... a British student (who looks of Indian descent) collapsed and died in a street due to her severe dairy allergy: https://www.dailymail.co.uk/news/article-5251601/Student-18-collapses-dies-allergic-reaction.html
https://i.dailymail.co.uk/i/pix/2018/01/09/18/47E3434200000578-0-Shahida_Shahid_pictured_died_after_eating_a_burger _that_had_been-a-23_1515522578847.jpg
This university student struggled to breathe, started vigorously scratching herself, went blue in the face, and collapsed and died shortly after eating a burger that was cooked in buttermilk.
I think far-east Asians are more intolerant to dairy products.
I had a friend in London for several years who was a sociology teacher of Vietnamese descent. She always looked very frail and thin boned. She needs crutches with her all the time whenever she stands and walks. She said she suffered from brittle bones and had to take calcium supplements. She said the supplements weren't as good as obtaining natural calcium from dairy products... but she said she was intolerant and allergic to dairy products.
She said that lactose intolerance is a common problem in the far east. She said that I have an enzyme in my body that she doesn't have which makes me able to tolerate cows milk. My ancestors have lived in this country for many years and can tolerate the grass and cows milk here.
Western people tend to get stomach upsets though when they eat hot and spicy foods from India or Mexico that people from those cultures can tolerate.
It's like different types of birds and different breeds of the same animals have different diets - depending on their ancestry and climate and their natural environment and evolution.
There's a lot of high-fat dairy content found in Western foods.... cream desserts, milkshakes, ice-creams, etc.
I have no problems with milk and drank plenty of milk as a child ... but I don't consume too much dairy products as an adult due to the high fat content. I'm fine with milk, yoghurt, cheese, etc.... I like goats cheese due to it's rich calcium content. I like eating Scottish oats for breakfast with semi-skimmed milk and honey.

87% of Indian people in the US are intolerant to lactose, followed by 74% of African Americans.
It turns out that over 90% of China's population is allergic to lactose, which might explain its low consumption.
Meanwhile, Sweden's population of lactose intolerant individuals is right around 4%.
Back over in the US, lactose intolerance varies by race with about 74% of African Americans, 87% of Indians and 14% of Caucasians with some kind of lactose allergy.

just because some people follow diet fads doesn’t mean there aren’t some people who don’t have that problem.

I have a friend in Texas who loves whole milk and butter and eats both frequently. She spent 8 months in Singapore, Malaysia and Thailand, where there were no dairy products, and lost 30 pounds. Milk is for mothers to feed their babies, period. Not that I don't like dairy products but they're not healthy for those other than nature intended.
