I am certain the former (Howard Hewett) has some minor non-SSA ancestry and that the latter (Carrie Lucas) could pass as a Brazilian or Louisiana Creole (despite the 1980s photoshop or whatever the fuck is up with that transparent image-altering that makes it rather elusive) but that's the best I got.

Howard's overall facial structure seems quite Caucasian-influenced to me. He doesn't seem to have a Sudanid skull shape, but the SSA influence is still clearly visible, mainly on his nose shape. On a first glance I'd say Atlantid + Sudanid.
Carrie's case is the same but in her case the Caucasian influence seems to be Dinarid-like; as a matter of fact she gives me some Cher vibes on the second picture. Dinarid + Sudanid
