Generally speaking, average Northern (especially Northeastern) French are more like Norwegians but at the same time average Estonians are closer to Norwegians than average Southern French.

On individual level, coastal or insular Estonians can be Swedish-like, so some Estonians are even closer to Norwegians than any Frenchman can be.
