Do cold environments favor a higher IQ?

Could cold environments have favored alleles positively related to IQ much more than cold environments during the biological evolution of our ancestors? What do you think about it?

Some studies have found that alleles increasing the chances of someone achieving high education are more common among whites than among blacks.
Other studies have found the presence of alleles increasing the chances that someone is a criminal differ a lot between the various populations.

You have to be smarter to survive in a cold climate. More difficult to grow crops/agriculture, domesticate animals, less food for grazing and in the best case a seasonal environment.....so planning is involved to grow and store crops, feed animals etc.
