He is likely 100% British in reality, most English tested get 20-30% "French/German" on 23andme, only means foreign ancestry if an actual reference pop gets up, like I get france as a reference pop, but I have actual french ancestry. Only seen Irish getting close to 100% British/Irish.

my chip is 4a and it already says this: You have agreed to take part in our Beta program. These results must be my BETA results then?

Your results are just the standard results; only v5 chip holders are getting the new beta ones. You'll get yours later on at some point.
