She's the EU's High Representative of the Union for Foreign Affairs and Security Policy, which is probably the reason he thinks she's a bitch. I think it's a bit harsh calling her a bitch, and most women at her age don't look that very great either.

She is the EU's high representative i.e. EU's foreign minister, whatever (what a joke of a title) and the primary force behind the recent Second Great Subjugation of Bosnian Serbs (the first one occurred in 1995 with the Dayton Accords). I covered the topic in a couple threads in the Serb section.
