I'd say it is the other way round - a minority of (mostly Southern) Europeans can have such dark pigmentation, but his facial features are extremely rare.

That guy looks north African also due to his features,he belongs to the minority of exotic Italians

I don't think so. I've seen a lot of north Africans. Their facial features are not exactly the same. This guy looks gypsy.

I don't think so. I've seen a lot of north Africans. They have another facial features. This guy looks gypsy imho.I've never been an expert in Gypsies
Btw I saw some North Africans that resembled him but i don't know he might look gypsy too

From their way from India to Europe they've collected many different pieces of DNA which contributed to their diversified phenotypes. In your example, I think that he looks mostly MENA.

Right. I'd add that Spanish and Eastern European gypsies look different. The first ones have a north African vibe, and the last ones have a Middle Eastern/Indian vibe.
