Well, a number of factors are at play. But if all your traceable ancestors were born in Hungary and bore Hungarian surnames, are you not a pure Hungarian? The attempts to complicate it beyond that seem unnecessary to me.

Not always. It is important to understand what someone is asking because many people different standards. In order to judge proximity to something you need a reference point. This can be a phenotype adherence, genetic proximity range, or certificate of birth in this case.
