No, he is not and you gotta be kidding, this guy is a Gypsy. Pigmentation of Balkan and Anatolian Turks is mostly type 2 and 3.

Fits in NW India, which is where his ancestors are from. Fits atypically elsewhere in India, as well.

I can see all of them passing in India, especially the last two. The first one can pass as slightly atypical in NW regions, but not beyond that.
