Pre-Slavic Balkans. Iberia actually had some of the least EEF admixture in the neolithic, they were about genetically as far from Anatolian farmers as Irish are from Sicilians. Iberia had the second most native HG admixture after Globular Amphora Culture(East Germany/Poland/NW Ukraine) and Funnelbeaker culture(Sweden), probably because Iberia's climate supported a decent population of HGs more so than other parts of Europe. France would be after those two. Far less HG admixture in neolithic Germany, British Isles, Italy, Hungary, Balkans.
Today it's Iberians(except Albanians, they have more EEF technically than modern Iberians), because of Slavic and post-neolithic Anatolian migrations.

Pre-Slavic Balkans.
Pre-Slavic Western Balkans were similar to North Italians.
Pre-Slavic Eastern Balkans probably had more EEF indeed.
But this is based on very few samples, especially for Eastern Balkans.

North Italians have more EEF than modern Iberians, so.
I was assuming he was talking about the neolithic period given he didn't specify what period of Iberians.

I highly doubt that Iberians have more EEF than Greeeks, Macedonians,Bulgarians,Romanians even nowadays

That's what the data says. Maybe you're confused, EEF refers specifically to Anatolian farmers, not any MENA admixture.
Those populations have a lot more non-Yamnaya CHG, non-EEF Natufian, etc than Iberians and as well more steppe because of Slavic migrations. Even Belgians have more EEF than Bulgarians.
The modern populations with the most EEF are(in order): Sardinians, Italian_Bergamo, Albanians, 4 Iberian regions(Vasco, Beleares, Cantabria, Valencia), Tuscans, Aragon, SE France, 4 more Iberian regions, then Greece.

so, Balkans and Italy it's the most CHG places on Europe I guess
