Strangely this makes sense. I feel like Russians are "lighter" haired overall be they actual blonde or sandy blonde/light brown but Germans probably have more actual blonde or "yellow" haired individuals. Germans likely have more real dark brown or even black-haired individuals ala Joachim Low than Russians do.

No! What are you talking about? Dalofaelids are numerous. Northern and Central Germany the epicenter for the Dalofaelids! Nordids in the strict sense whether Hallstatt and Keltic are not numerous and the mean cephalic index of Germany is also way too high for Nordids to be numerous. Alpines are plentiful, especially in Southern, Eastern Germany.

Germany was quite ethnically compact country until the 1950s and 1960s. Then only by inviting guest workers from the "third world" they became multi-culti.

Baltic blondness isn't overrated. The likelihood for blond hair and light eyes in the Baltic States is very comparable to that of Scandinavian countries. This has already been mentioned by various physical anthropologists. Particularly in Estonia and Latvia. In fact, the highest frequency for blond hair was recorded in Central Estonia equaled only by the inland parts of the South Norwegian Agder region! Those can be called the blondest places in the world. Although with industrialization, migration, modernization, things have changed. However no other place in the world has ever recorded higher than these two places. Nevertheless, as a whole Finland is the blondest country, this is because the Finnish Total score higher than the Norwegian or Estonian total.

Mark's measurements were performed over a long period of time (between the 1950s and 1980s), so she might have of changed her methodology between measurements. Different criteria for what is light blonde and blonde were probably used for Curonians, Northern Latvians, and Northwestern Russians.
