According to differents studies of the last century, the blondest part of France is Manche department in Normandy

I visited Alsace and it was fairer-complexioned than southwest Germany near Black Forest (probably darkest part of Germany overall). Quite a lot of blonds in contrast to Schwartzwald. But Normandy should be lighter than both.
