Yes, she is Tatar - Chulpan Hamatova. She can pass in Central Asia only as Tatar or Balto-Slav.

Russians or Ukrainians. There are a lot of Russians/Ukrainians there.

Yeah I'd think so. At first glance she kinda reminded me of the lead singer of Huntza (http://oihaneder.eus/wp-content/uploads/2017/12/JosuneArakistain_web.jpg), which is a Basque rock band.
