Despite the dark hair, I say Scotland. It's the eye area and nose. But, honestly, she can pass as anything almost. lol.

France, but more eastern European.

Scots are very pale IMO. Can't see her as Celtic.

She's sort of pan-European but I don't think she looks particularly Scots or French. She's most likely an American of mixed ancestry which gives her a more broad European range. She fits in lots of European countries but not really as typical IMO.

If someone told me she is either Scottish or French I'd rather say Scottish. That having said it can be because I am much more familiar in real life with French people spending there holidays and visiting my family (I have some further relatives in Caen & Lyon).

She is a Canadian Jew with roots in Bulgaria and Poland

I actually think she looks quite celtic and celtic people are quite pale, lots of atlantids in the celtic race.
