Very good question. I would say SW and SE Europeans are more alike.

Portugal and Bulgaria, while in overall different, are more similar than are Ireland and Ukraine.
It goes the same way in general:
- Even Spaniards and Serbs who are phenotypically (and most likely genetically, too) more different than are Portuguese and Bulgarians are closer to each other than are Irish/Brits/Dutch/Belgians/Northern French and Russians/Ukrainians/Belarusians/Balts.

Ukrainians are not North-East Europeans. There would more similarity between Baltic and Irish people. Some Irish are snub-nosed like people of the Baltic region and Finland. in fact, the Irish have a higher frequency of snub noses than the British.

Gentically SE and SW, as both share some north african/west asia genes. NW are mainly fully genetically european (except for scandinavians who have a small % of east asian, peeking those genes in Finland), unlike NE that a have a big chunk (around 10%) of east asian and turik genes.

I voted from NW & NE. Ukraine isn't NE country, but estonians, latvians, baltic russians, irish, english can be similar because of nordic admixture.

I don't know exactly why. Maybe their common Mediterranean Neolithic farmer roots, Roman colonisation period. There were much more internal migrations around the Mediterranean sea throughout the period of existence of one state of the Roman Empire and not only. Much more intermixing, mutual trade than between NW and NE. Erzya, Northern Russians from St. Petersburg, Mari & Veps for example people had very little do with Scottish or their ancestors of them over the time.

Most Portuguese and Spaniards can pass in my country and most of the surrounding ones too, but, on the other hand, Brits and Irishmen have trouble passing in Russia and the Baltic states.
