This guy isn't just a member of ''white upperclass'' of Latin America, he is a European nobleman born in the New World. Most of the Latin American upper-classes descend from poor peasants of European origin who immigrated to Latin America.

The exceptions are Brazil because the Portuguese royal family and the whole court fled to the country during Napoleonic Wars and maybe Mexico and Peru (they received some Spanish noble families).
