Do dinarids from places like Southern Germany, Austria, Switzerland, Italy and France have any genetical relation with the dinarids from the Balkans?

Yes some relation or genetic similarities they will have Central Europe and Balkans are both in Europe and not to far
from one anothers.

Lets say a Central European Dinaric will be genetically closer or more similar to a Balkan Dinaric than a Dinaric from North Caucasus,Kurdistan or
the Levant

Well sure. If it's the same type, well then it's the same type. That being said, a French Dinaric will likely place in France and a Hungarian Dinaric in Hungary - on an autosomal test like Eurogenes K15 for example.

Yes.

Balkan people wandered north.

Some crazy people think it's opposite.

By northern Europe, you mean mostly the scandinavian part ?

And Western, most likely some part of France + Ireland ?

Quite mysterious.

I think the epicenter of Dinarid individuals is the Western Balkans, but as other's have said it is a type connected with mountainous terrain.

Yes, Scandinvaria.

Dinarids occur in Western Europe, except Dinarid influence are common in Western Europe and Dinarids aren't that rare in France.
