When a serb gets this results what does it say? Does this result represent most of the serbs?

Since slavs originated from NE Europe and further, it means the first ancestor wasn't a Slav, but you or whoever the results are can be still a Serb regardless of halogroup.

E-V13 means your ancestor was likely an assimilated Balkanite. Slav would be I2a or R1a. It's not rare but uncommon, around 10-18% of Serbs are e-v13 depending on region.
