Some surahs in Qur’an belong to the war period. If you look at their dispatchment date, you can see that most of those 190 ayats about War were sent during the wars between Muslims and Non-Muslims. That’s why they are talking about killing the other side.

These ayats weren’t sent during any war:
“If they incline to peace, then incline to it (also) and rely upon Allah. Indeed, it is He who is the hearing, the knowing.” [8:61]
“And the retribution for an evil act is an evil one like it, but whoever pardons and makes reconciliation - his reward is [due] from Allah . Indeed, He does not like wrongdoers.” [42:40]
