I think he meant that which ethnic group outside of Europe are the most closest to Europeans. I would have to say it's Jews and Turks to some extent.

Autosomally? In that case, excluding the two northern euro groups as I'm not sure about them the answer would be Maltese and certain subsets of Israelis.

Finnic, Siberian probably. It pulls me to the east genetically so I am more genetically like an average Ukrainian than an average Pole ;)
