Depends. For R calculators it is not.

They have the best ethnicity estimates. AAAND you get your overall haplogroups too.
Only thing that is abit weak is the matches part.

23andme gives you good breakdowns of your ethnicity and your Haplogroups with acceptable subclades. The only downside as Csanad already said is that the raw data is not good for the admixture calculators which will only use a low number of SNPs.

The best? It depends on what you want to learn.

23andMe is not that useful to the uniparental genealogy purposes but it is cheap. You will learn a bit of this and a bit of that. Haplogroups without matching and autosomal DNA test in one.

FTDNA is less user-friendly and more expensive but very useful for advanced genealogy and upgradeable. You will learn advanced haplogroups here.

Ancestry.com has a big database but haplogroups are of very poor resolution and have to be obtained through raw data scanning.
