She may have had her hair styled and permed into very tight curls, and then put volumising mousse into her roots and blown-dry her hair upside down with a diffuser attachment on the hairdryer to achieve the thick volume and bounce, and then set and held the style with hairspray.

When someone has their naturally wavy or straight hair permed into tight curls in a hair salon and then permanently set into place with perming lotion, the tight curls stay in place for many months even after the hair is washed and remains permanently in the hair style until the perm relaxes and goes limp or the hair grows out.

that's how anyone's curly hair would look like if they treated it well and it was healthy... I have a spanish friend with curly hair and when not treated at all it looks like on the left, but when she takes care of it so it doesnt look fucked up it looks like on the right.
