What percentage of Europeans belongs to paleolithic European (pre-IE) haplogroups (from the population living in Europe before the arrival of the Indo-Europeans in Europe)?
I'm referring strictly to haplogroups. Forget about autosomal comparisons (in terms of ancestry, they're not relevant over this span of time).
What is the current understanding of this?

Well the vast majority of Europeans are less than 50% steppe (maybe that isn't the same as PIE) with exceptions like some Parts of British Isles, Nordics, and NE Europeans.

I think you mean paleo europeans (paleolithic/whg). I'm not sure in terms of autosomal, but south slavs, sardinians and scandanavians have the strongest paternal, direct connection to the paleo europeans (I1/I2).

yes, europeans before the neolithic invaders.
I'm talking about haplogroups. Forget about the autosomal (I'm going to update the first post).

Then in terms of Y dna it would be the above groups. Sardinians are around 40% I2; Herzegovinian Croats around 70% I2, with Dalmatian Croats being around 50-55% I2. Serb groups like Dalmatian Serbs, Raska Serbs are around 65% I1/I2 combined; with national averages combined closer to 50%. And Swedes/Danes usually hover around 40-45% I1.

So the West is much less paleo, being close to 50% R1b?

In that case None according to this

Least paleolithic parts of Europe in terms of Y dna are west europe (Iberia, Britain, Ireland etc), Italy and Kosovo/Albania.
Ireland has only 7% I1/I2 combined for example; they are almost entirely R1. Kosovo is only 8% I1/I2.

Kosovo Albanians are about 65% E1b+J2.

Britain isn't as low as I thought actually; there's a lot of I1 due to Saxons, vikings etc. Portugal has only 3% I1/I2 though which is pretty low.

Cool, it proves that brunns are R1b and that brunns and hallstatt nordids are (almost) one and the same.

A lot of the I1 and I2 who came over with the Vikings or Normans existed in Northern England and Mid-Southern Scotland, the ones in Scotland have probably largely been depopulated though into Canada, Australia and the U.S.A.

There'll be a lot of I1 in East Anglia and Yorkshire specifically; since these are the most anglo-saxon areas of England. Someone with same surname as my English grandfather from same region is tested I1; so I may be I from both grandfathers :D.

York was a mixed Dane/Saxon settlement I think a lot of the Danes just became Normans and moved into Scotland though.
Romania has strong I2 admixture, higher than Bulgaria, Macedonia or Montenegro.

Higher than Bulgaria and Macedonia definitely. With Montenegro there's no reliable studies from what I can see; I added up results for Zeta on the dna project a while back and I2 was 45% if I can recall. But slavicised Albanians in Brda and Sandzak who will end up in many of the more official studies will bring average down.

On Eupedia is written 29.5% I2 for Montenegro, and 28% for Romania.
Statistic for Montenegro is based on 404 randomly taken samples from Podgorica. Among these samples there was some Albanians, Muslims/Bosniaks and Gypsies. Orthodoxes of Montenegro has for few % higher I2 than 30%, I am prrety sure in this.
