Most of the Spanish ones pass better in British Isles, and most of the Italian ones pass better in Germany and Poland.

That Rodriguez-Pinero lady looks like that one Welsh Monty Python member...I forget his name...something Jones? And that Palop one looks like the chick from Blossom. One a man and the other a Jewish broad. Those two stood out to me. The Spanish ones just look French whether dark or light which isn't a huge surprise.
Not something I'd call North by any stretch but I guess they could also be mistaken for Walloons. Their Italian counterparts....Eastern France and Austria, I guess. None of the women bar Conte, looks that Northern.

Yes I can see Rodriguez-Pinero's resemblance to Terry Jones. LOL. IMHO, in both sets the men look more convincingly Northern Euro than the women.

The idea was indeed mine though I didn't specify them to be Italian and Spanish.
To answer the question:
- As I understand Norway, Denmark, Iceland, Sweden and Finland as Northern Europe, in the case of these galleries I'd pick Spaniards.
- In terms of fitting as Northwestern (British, Dutch, Irish, Belgian), I would also pick Spaniards.
- As for passing as Central Euro (German, Austrian, Polish, etc.), to me Italians come slightly closer to it.

All of those women are fake blondes, and besides no set passes well in Northern Europe. But if you push it, Spaniards in Northwestern Europe (obviously better in France than in the British Isles) and Italians in Central Europe.
