Well here is the correct answer: the man on left is French (Jonathan Lacote, Ambassador of France in Armenia), and the man on the right is Armenian (Edward Nalbandian, Foreign Minister of Armenia)

without reading the dropped posts in this thread by random forum users I'm gonna say I can easily recognize that the man from right is Armenian, I came across people with such physical appearance quite often among Armenians IRL
