I thought he was some sort of Caucasian, but he turned out to be German, Baron von Wolf. In the above picture made in 1944 when he served in Pannwitz' Cossack Corps in Yugoslavia he wears Kuban Cossack uniform.

Here is another picture of him made in 1941

Cossacks are not fully Russians by origin.

Don Cossacks are fully Russian by origin, Kuban Cossacks are half-Russian half-Ukranian, Terek Cossacks are Russian with a Caucasian admixture.
