Yes, he could, but he's not from any of those. A hint: it's not visible in the photo, but most probably he has brown or dark brown eyes. And now some trivia: the photo is from 1985 and the singer was a one-hit wonder.

I think he is definitely a Med.
His accent doesn't sound foreign but I can't be 100% sure. Some foreigners, like Eastern Europeans, are hard to tell when they are singing. However that picture isn't good enough for classification but he looks predominantly CM to me.

I didn't find his accent bad, but probably you are right he isn't Italian. In this case he must be an Eastern European.

CM=Cromagnoid.

Eastern Europeans from the Balkans up to Poland are probably the best Italian speakers around because they don't have a recognisable accent, unlike Western Europeans. I've heard that their languages are so complicated that to learn Italian is relatively easy for them, but I'm not sure this last thing is true.
