Hard to say, i would associate such looks with Poland-Germany and Baltic-Scandinavia, what was noted by last cent. anthropologists mountainous communities of Austria and Switzerland have great heterogenity in looks with some villages having Scandinavian rate pigmentation and others not looking much different from rome inhabitans. I guess it's some sort of such case.
