It might sound ignorant but I am not so familiar with the terms such as Northern shift, Eastern shift, etc. Can someone clarify those terms?

A person has features which could place them in some other directions from where he originally lives.

So, in a general sense, can we say more Northern shift means being more passable in the North of X latitude and more Eastern shifted means being more passable in the East of Y longitude?
