The government's top medical adviser has drawn up plans for a minimum price for alcohol which would double the cost of some drinks in England.

Bad idea from the government.

If it's one thing you do not mess with, it is the English and their love of alcohol.
Any government that implements a policy to discourage drinking through heavy taxing or higher costs is facing political suicide.

Heh it's already expensive enough in England.

You have to be rich to be an alcoholic in the UK ?
