Iberia dont have high differences inside it, just some special areas like Basques and Porto Metropolitan Area.

If anything, there are more differences between West and East than South and North. West Iberians have more germanic, slavic, african and roman admixture than the East that is more proper iberian, but even that is still minimal making the whole Iberia more homogeneous than other countries.

The first map looks to be from some model that doesn't include either local HG references or Siberian references, so the steppe component is probably absorbing lots of it. Saami don't have that much steppe. Here's a g25 based one including local HGs(WHG, Samara HG) and Siberian proxies(Lokomotiv_N, Nenets, Nganassan, Mongolian). Generally speaking it seems NE Europe needs local HG sources a lot, and even then fits are still poor until you include more recent local sources.
