Not sure if lighter. I always say differences between Europeans on pigmentation are ultra-exaggerated. Main differences are about features. I as Spanish see these Montenegrian features quite alien and probably they think the same about these Spaniards.

That guy obviously isnt Iberian he has clear influences from other ethnic groups. The guy I posted looks fully caucasoid he just appears darker in that picture because of the shade from his hat but if you look closely he has light skin and caucasoid features.
