How common is the subclade R1b1a2a1a1c2b (R1b - L48) in Northeastern Italy?
It seems to be a Germanic subclade from what I gathered, right?

"Germanic subclade"

Only on TA

It has a TMRCA estimate of 4800 YBP. It has all of Europe on it. There is even a Jewish branch.

Jews likely acquired it being fucked by Indo-Europeans.
It seems to be more common in Germanic countries than in Italy and the subclade is listed as Germanic in many sites, it's not an Italo-Celtic yDNA that's why I got intrigued with it.

The Iberian which entered the Jewish gene pool with it first got circumscized; had to walk around in pain for weeks. Buncha Casa Novas.

Did it spread from Germanic countries? Probably. Can it be called Germanic? It predates Germanic languages.

It can be called X or Y even if its origin predates X or Y group, it depends on how and when it actually spread around.

Is this Jewish branch associated with Y3464 branch (https://www.yfull.com/tree/R-Y3464/), which has about 1500-1900 years according to YFull?

As far as it's understood today, the Jewish branch begins at R-Y5051, you see it in that YFull link. It may in fact begin at R-FGC8564.
