Well... of course it's easy to find, of course.
In Portugal he should be common and in Spain too.
But I perceive that despite his pigmentation he has that phenotype which you can find around the european Atlantic Facade, since the Iberic Peninsule to some places in UK, like Wales or Cornwal.
Of course I am not saying that the most of cornish or welsh people have that pigmentation, normally most people are very light there, but those individuals like this guy are not totally rare...

But yes, sure, he would be quite typical among white brazilians.
