Yes I know at first this might sound like an absurd and random question, but I do see a certain resemblance to Ricky Martin. Further, I enjoy asking if someone from a lighter ethnicity can pass as a darker one, instead of the usual trend to ask the opposite.

I can kinda of see that, but Ricky Martin pass as local looking in all Latin American countries with sizeable white populations, which is not the case of Ronan Keating, he would be perceived as Gringo/Alemão looking by many people around here.

To a large extent I am just playing devil's advocate here - facially I thought that Ronan does look like Ricky to an extent, even if his colouring is too fair to pass (easily) among White Latin Americans. That said, there are a good few darker types in Ireland who I do think could pass well as White Latin Americans, such as The Corrs:
