R1b in Africa doesn't have to do anything with the turkics ( be it central Asians or Turkish peoples)
Claiming them to be of Turkic descend would be just as stupid as saying that they descended from the Celts or Hittites or yamnaya peoples.
I'm pretty sure R1b and it's African sub clades predate both Celtic and Turkic societies and cultures. For all we know, it could have arisen way before the white/Asian/black races existed.

It was detected in Mesolithic Europe (R1b-V88) and belongs to a different sub-clade from the Steppe R1b (M269). It believe it is associated with the spread of EEF populations into North Africa, and then migrated and transfixed into Chadian speaking Sahelians over thousands of years. Strangely only Sardinia seen to have the highest R1b-V88 in Europe, although it makes sense considering that they are the most EEF people on the continent

That's news to me. Yeah more or less V88 is of Eurasian descent. I mean it had to come from somewhere haplos don't grow on trees right.
What I question is that how come it wasn't able to spread elsewhere in Europe during the Mesolithic.
Speaking of R1b, do you happen to know where the Balkans clade of R1b derives from? Proto-Celte, Indo Europeans or was it brought here by the Anatolian Turks during the middle ages?

Mesolithic Europe was dominated the by Western Hunter Gatherers (WHG) who was predominantly y-haplogroup I but few carried R1B-v88, but it ultimately came from an Ancient North Eurasian source and WHG can be modelled as 10% ANE in some cases. But R1B-V88 was a complete minority even in the Mesolithic WHG since Y-DNA I was much more dominant. As for why it did not spread elsewhere, well the WHG lived an economy inferior lifestyle compared to the Anatolian Neolithic farmers who would mix and replace them. Post neolithic europe was dominated by what is called the Early European Farmers (EEF) who typically varied Y-DNA I1, I2 or G/EV-13 so R1B-V88, already a minority in the Mesolithic, became almost extinct in Europe in the Neolithic. But a few EEF survived with R1B-V88 as their main Y-DNA and they most likely spread it to the African Continent.
The Balkan derived R1b comes from the Steppes (M269) and does the Anatolian branch. So it was introduced by the Indo Europeans speakers herders from the pontic caspian steppes who also introduced the Illyrian and proto-Hellenic languages into the Balkans proper. The Celts came much later and the Ottoman did not have much of genetic impact in Modern Balkan populations, even in Muslims.
