Isn't it Spanish? There were some Godoy families from Spain that settled in colonial Brazil.

Well; I googled it and it says that is a Galician surname; but it does mean that he has Galician ancestry? Or just Castellanos who just brought the surname without necessarily being Galicians?

I couldn't find anything about his ancestry. Your two theories seem plausible. Brazil received many Galician immigrants, but in his home state, São Paulo, while having received many of them, most were Andalusians.

Do u think is plausible that he is of a Brazilian of Spanish decent, kind of like some Venezuelans are of Portuguese descent?.

Why not? During the post-colonial Euro immigrations to Brazil, Spaniards were the third largest group of immigrants, behind Italians and Portuguese. Having recent Spanish ancestry in Brazil is more common than recent Portuguese ancestry in Hispanic America.

The thing is: Spanish ancestry is overlooked in Brazil, for many reasons. One is the fact that they settled mainly in the cities (Galicians) and coffe fields (Andalusians), where you had a big colonial pop already living there, so they didn't create isolated communities, as many Germans and Northern Italians did in the south and Espírito Santo, and with the cultural similarity to the Portuguse old stock, they easily assimilated in Brazil
