Why Balts have few western "Germanic" DNA?

Gulf of Riga and Baltic Sea borders Viking land, also there was Teutonic knights yet Balts are still very eastern on PCA clustering. In fact Slavic people (Ukes, Poles, Russians) probably have more north-western genetics than them. Someone who doesn't have a double digit I.Q. please explain?
