Differences are kind of significant, the top guy looks like he could pass as some more euro latino while the other guy looks like a mix between a darker afghan and some euro in some of the pics. But i see similiarites

First one is Tajik ( his father seems Mong shifted ) second one is pashtun from khost.

The light phenos is kind of more common amongst khost pashtuns than any other pashtuns i seen(for now). Even seen the same pashtun guy getting almost 18% NE-euro on hw being kind of light. Looking at crowd pics of khost pashtuns, a good bunch of them seems lighter.
