I guess in comparison to other Levantines he does (forehead shape and lips are very European in characteristic). This Syrian Assyrian singer looks similar to him, but he is still Semitic looking in likeness:

He's Sephardic? Interesting. I always thought that he was Mizrahi Jewish like Paula Abdul (well, she's half Mizrahi Jewish from Syria). I've sometimes seen "Mizrahi" and "Sephardic" used interchangeably to describe Jews from the Arab world, such as Syria. IIRC, the Sephardic/Sephardism term is sometimes given to Mizrahi/Near Eastern Jewish communities who do not have Sephardic roots/origins due to cultural similarities/influence following the Sephardic Jewish migration/expulsion. Something like that. Though I understand that Jews from the Arab world/Near East can be of various different Jewish ethnic divisions, whether they're Mizrahi or Sephardic and so on.

Anyways, he looks Dinaro-Med. IMO, he can pass as Ashkenazi too. I know he played Rhea Perlman's (she's Ashkenazi) ex-husband in "Cheers". They both played Italian-American characters (Carla and Nick Torelli).

Well he's a Sephardic Jew (though I wouldn't be surprised if he had Mizrahi Jewish roots as well). I would've guessed Southern European before Levantine/West Asian. EDIT: Though he has a look that wouldn't be too out of place in West Asia, hell I've seen Northern Indians/South Asians who resemble Hedaya. As for the actors whom he resembles, i see the Robert De Niro resemblance, but not the other actors mentioned in the OP.

Looking at more pictures of him, I do agree that Hedaya wouldn't be too out of place in Syria or the Levant/West Asia as a whole. I've also seen Northern Indians/South Asians who resemble Hedaya and that Iranian actor you posted. I think Hedaya has a look that can fit in Southern Europe, Western Asia and even parts of South Asia.

It's impossible to find Indians who look like him. He can't even pass among Pashtuns.

I think he also has Gentile Iberian admixture. He probably wouldn't look too off in Spain and Portugal.

When I first saw him, I even thought he was just a dark Anglo (Paleo-Atlantid).
