Depigmented is when a blond person clearly looks like they are a 'dark' type due to their 'foreign' facial features (think Barbra Streisand or the Syrian kid below). In other words, their light features don't complement their physical characteristics.

The guy in the OP doesn't look like a depigmented type as his features are found in the northeast and they don't seem unusual in northeastern Europeans (whereas some depigmented people would still look pretty off in northern Europe, such as Streisand and the kid above, despite their blonde features).
