My Cretan grandmother(got her tested in 2014) matches a fully Bulgarian woman who scores 100% Southeast Europe on FTDNA. All her listed surnames from family tree are Bulgarian(she lists more than 20).
Is her result atypical? Or is it just a problem with the Southeast Europe reference? What do you think?

I'd expect them to score at least some ''Eastern Europe''. I've seen a couple posted on forums and they do get it.

I think so. Never seen a Bulgarian with 0% Eastern European and 0% Western European (including Central European and British Isles). I think, you should ask her for gedmatch.

Here's a Bulgarian with some ancestors from Greece(before the population exchange of 1919 there were some Bulgarians living in Greece). This is a result with myorigins first version (before update), which tended to overestimate Anatolian ancestry.

What is the reference for Southeast Europe?
The Southeast Europe cluster consists of present day populations from the areas of Italy, Greece, and the western Balkan states from Bulgaria to Croatia. Present day populations in the Southeast Europe cluster show some of the highest rates of genetic relatedness to the second wave of migration into Europe roughly 11,000 years ago. This wave of migration consisted of Neolithic farmers from the Fertile Crescent and expanded primarily into southern Europe, incorporating small scattered European hunter-gatherer communities along their path.

As far as I know only Albanians can score 100% Southeast Europe.

Her father's Y-DNA is R1b-L23. I don't know if it's that common in Bulgaria but it's certainly Balkan.
