Race is not the reason. Chile and Panama are way less white/european than Uruguay/Brazil/Argentina and they have doing way better in the last 40 years. Not to mention DR and Mexico with only 10% of whites doing better. Even Venezuela that was the country with the last spanish immigrants in Latam(many arrived in the 60's and 70's) has fallen completely to chaos. The Atlantic Side of South America is a free fall area.
