This one looks like he has some kind of a developmental disorder, because he has a wide and depressed nasal root. He also has inner epicanthic folds even though he still has pretty high upper eyelid exposure, which is a common combination in Down's syndrome (and I think also FASD and fetal valproate syndrome).

I tried making morphs of the 10 persons who I estimated to have the lowest and the highest upper eyelid exposure. I excluded some of the oldest persons, persons who I estimated to be non-white, and persons whose photo was not a mugshot-style photo.

I inadvertently ended up choosing photos taken at a lower angle as having higher upper eyelid exposure, so that the morph of the persons with the highest upper eyelid exposure also appears to have a more upturned nose, lower height of the ears, and a shorter forehead. It also appears to have thicker lips, but it might be partially because lips appear thicker in photos taken at a lower angle.

As usual, the morph with higher upper eyelid exposure also has higher supraorbital rims and a longer distance between the eyebrows and the eyes. You can tell it's not just because of differences in camera angle or facial expression, because the morph with high upper eyelid exposure clearly has a higher y-axis position of the nasion and glabella.

The morph with higher upper eyelid exposure also appears to have a face shape that is more elliptical and less rectangular. It's probably partially because the photos are taken at a lower angle, but partially because higher UEE is associated with higher orbits and a more gracile facial skeleton. For example the photos of hockey players I used in these morphs had less variation in camera angle, but in the case of many countries, the morph with lower UEE still clearly has a more square or robust face:
